Construction at MPB School Nears Completion

The historic rehabilitation of the MPB School is expected to wrap up later this summer.
Historic window replacements (spanning two floors and weighing 280 lbs. each!) were installed this month. They are energy efficient, meet historic requirements, were manufactured locally to reduce carbon emissions from transportation, and are much easier to open than the previous windows.
This historic feature is a window from the principal’s office of the original parochial school, which will be preserved in the renovations.

1260 honored with PACDC 2013 Blue Ribbon Award for Excellence in Community Development

On April 19, 1260 Housing Development Corporation was awarded PACDC’s 2013 Blue Ribbon Award for Excellence in Community Development for two recent affordable housing developments: Temple I and Temple II in North Philadelphia and Walnut Hill West in West Philadelphia. Near Temple University, 98 affordable rental apartments in 50 historic townhomes give the disabled and vulnerable individuals healthy and affordable homes. And at 56th and Walnut, 32 renovated apartments with energy-efficient appliances are home to veterans and others in six buildings.
Nicetown CDC also won a Blue Ribbon Award for Nicetown Court I and II, both mixed-used developments. Individuals who were recognized include Angel Palmer, Manager of Emergency Food Programs at M.A.P. Holistic CDC who received the Community Leader Award for outstanding volunteers; and Alex Balloon, Commercial Corridor Manager for Tacony CDC, and Rebecca Johnson, Executive Director of Fairmount CDC. Both received PACDC’s Rising Star award for individuals under 40. An Update on our Fund for Veterans

As you know, we established a Fund for Veterans in December 2012 to help provide homes to our nation’s heroes. The goal is to raise money to provide housing rental subsidies so that area veterans in need can get into permanent housing more quickly, receive help paying rent while they get on their feet and connected to the supports they need to live independently and feel a part of their community.
In an amazing show of support from our board, staff, and family and friends, we have raised over $26,000 in just five months! Even better news: Seven veterans and their families have moved off the streets and into a place they call home within our portfolio. We currently have another 45 veterans on the list and look forward to helping them find homes soon. We have also formed a Veterans Advisory Committee, which will begin meeting in June, to help guide our growing work with veterans.
We will continue to raise money for the Fund year round and we’ll look forward to keeping you updated on the success of the fundraising campaign and our work to house veterans in need.

MPB School Preservation Underway

This historic parish school in North Philadelphia and the 28 affordable apartments inside are being restored and preserved, thanks to an allocation of low income housing tax credit from the Pennsylvania Housing Finance Agency.
The MPB School
is listed on the National Register for Historic Places and has unusual
and attractive architectural features. In the photos below, you can see the restoration of the historic bell tower, as well as the wide hallways that give this building its character. The school building was converted to
affordable housing in 1993.

Market studies show that residents
of this neighborhood are particularly dependent on subsidized or
below-market rentals. Due to recent growth in North Philadelphia,
particularly around Temple University, an increase in rents and real
estate values spurred by increasing demand for student housing has
contributed to a disturbing 14% loss of North Philadelphia’s subsidized
units over the past five years, making the preservation of these
affordable rental units even more important to the community.
The
equity generated by the tax credits will fund a major rehabilitation of
the project, keeping the project affordable to residents with incomes at
or below 20-60% of Area Median Income. The area surrounding the
development is the focus of numerous community-planning and
redevelopment efforts, and this project contributes to a tangible sense of
community revitalization.

Ending Veteran Homelessness

For most of us, the holidays are a time to celebrate with family and friends. But many of our neighbors struggle with the most basic needs, like finding a safe place to spend the night. Last year 145,000 veterans spent at least one night in an emergency shelter or transitional housing program. Even more spent the night on the street. In Philadelphia, 24,000 veteran households are at risk of homelessness.
1260 recently established a Fund for Veterans to help provide homes to our nation’s heroes. Our goal is to raise money to provide housing rental subsidies so that area veterans in need can get into permanent housing more quickly, get help paying rent while they get on their feet and connected to the supports they need to live independently and feel a part of their community. Walnut Hill West Celebrates New Life

Yesterday, 1260 celebrated the ribbon-cutting of Walnut Hill West - 32 fully renovated, green and affordable apartments in West Philadelphia.

Ms. Teena Watson, resident, told the story of her family's journey to Walnut Hill West. Six months ago, she was in Erie, looking to relocate back to Philadelphia and wondering if a homeless shelter was going to be her only option. "I came back to go to school, get a job, and try to get a better life for my children," Watson said. But finding housing that was affordable and could also accommodate her disability proved to be a problem. Watson is hearing-impaired and told her story through interpreter Crystal Blue of the Society for Helping Church. Then came the break-through: CPM Housing Group had a unit designed especially for hearing-impaired occupants at Walnut Hill West, a newly-renovated affordable apartment complex in West Philadelphia. And the rest is history!
Brian Hudson, Executive Director of Pennsylvania Housing Finance Agency (PHFA) spoke about PHFA’s longstanding relationship with CPM, and CPM’s history of using its resources to help those who need it most. Congressman Chaka Fattah and Councilwoman Jannie Blackwell also gave testament to CPM’s work and what it has meant to both this West Philadelphia neighborhood and across the City.
Jill Fink, Executive Director of Back on My Feet (BoMF) Philadelphia, spoke about CPM’s new partnership with BoMF to address the housing needs of Philadelphia’s homeless. And Kenny Herder, a member of BoMF and a CPM resident at 8020 Ditman Street, spoke about his experience and what having a home means to him.
ABOUT WALNUT HILL WEST
These 32 affordable apartments, in 6 buildings in West Philadelphia, have been fully renovated using green design and materials aimed at enhancing both the sustainability of the project and the health of its occupants. The project also features solar panels which are expected to supply 70-75% of the power for the community room, laundry room, exterior lighting and other common areas. The $12.7 Million rehabilitation has been funded by an equity investment from PNC Bank, generated by low income housing tax credits allocated to the project by PHFA, along with soft project loans from the Redevelopment Authority of Philadelphia and PHFA.
CPM is working closely with the Veteran’s Administration and Back on My Feet to provide housing for a diverse, but vulnerable group of individuals and households. Just blocks from a Fresh Grocer and the 56th Street El stop, Walnut Hill West Apartments are in an ideal location in the heart of a thriving community. Through this green and low income housing tax credit rehabilitation, Walnut Hill West will now provide affordable homes for the most vulnerable for the next 30 years. $3M HUD Grant Brings Energy Innovation to Affordable Housing in Philadelphia!

A $3 Million HUD Energy Innovation Grant will bring energy efficiency to affordable housing in 1260's portfolio. This grant is one of the two largest made across the country.

We celebrated this morning at City Hall with Katherine Gajewski, Director of the Mayor’s Office of Sustainability; Jane Vincent, HUD’s Regional Administrator for the Mid-Atlantic region; Dr. Donald Schwarz, Health Commissioner and Deputy Mayor for Health and Opportunity for the City of Philadelphia; Cynthia Gardstein, Senior Vice President of Steven Winter Associates; Chris Herrmann, Director of Syndication at Enterprise Community Investment, Inc., and Holly Glauser, Director of Development at Pennsylvania Housing Finance Agency.

This project will:
- Preserve affordable housing for 166 of Philadelphia’s most vulnerable households
- Cut energy consumption and utility costs in multi-family affordable housing by 20%
- Include a research component to determine if real-time energy display devices can help tenants lower energy consumption
- Test a new model for financing a large-scale rehabilitation project
Major energy efficiency upgrades will be made to 166 units of the 1260-owned portfolio in neighborhoods all across Philadelphia. In addition to better insulation and new HVAC systems, half of the 166 units will be equipped with energy monitoring devices. Designed to give real-time information to the tenants about their energy usage, these devices are part of a research project to determine if such technology can help lower energy consumption, particularly amongst special needs tenants.
The goal is to cut energy consumption by 20 percent, which adds up to a lot of extra “income” for these very low income households. In fact, the units in this project primarily serve individuals and families with behavioral health challenges and other special needs - a subgroup that has not yet been studied in this regard.
Jane Vincent, HUD regional administrator, says the energy monitoring is the most vital part of the plan. “We are hoping that this will show if you can monitor your energy use you might say, ‘Let me turn off that light ... or turn the heat down a degree or two,’” Vincent said. Funding. In addition to the HUD Energy Innovation Grant, this project will be funded through 4% low income housing tax credit and tax-exempt bond financing, which will ensure that the units are not only energy efficient, but also remain affordable for at least 30 years into the future.

Solar Panels Installed at Walnut Hill West Today!

1260's first solar panels were installed today at Walnut Hill West - a 32-unit preservation project in West Philadelphia.
According to David Hahn, Director of Construction, this 15 KW system is estimated to produce 70-75% of the power for all common areas, including the community room, laundry facilities, office, and hallways.
